EU funding

The European Union offers a number of direct funding opportunities for broadband projects. You can apply for EU funding also for projects for which you have sought national aid. In seeking direct EU funding, the rules of each fund apply. In most cases, such funding does not influence the amount of national aid given.

Tools for investment project planning


1. The European Investment Project Portal

The European Investment Project Portal is a meeting place for project promoters and investors. Register any project of 1 million euros or more which is scheduled to start within the next three years.

2. European Investment Advisory Hub of the EIB

The website of the European Investment Advisory Hub provides information on project planning and funding. The website features, for example, a number of data banks to facilitate project model planning. Furthermore, the Advisory Hub offers a number of free investment funding support services to national authorities, including municipalities.

EU Funds that accept applications for broadband project funding

1. European Fund for Strategic Investments (EFSI)

The EFSI is an investment bank of the European Investment Bank (EIB) and the European Commission (EC) that invites applications for funding for financially profitable investment projects. The funding is subject to a charge. Funding may also be given in the form of financial instruments or guarantee schemes. The Fund also supports projects involving a higher risk than the projects generally funded by the EIB.

2. Connecting Europe Facility (CEF)

The CEF is a financial instrument for supporting trans-European networks. Broadband project funding is granted for the purpose of achieving the EU objectives of providing every household with a broadband connection of a minimum of 30 Mbps, and at least 50% of households with a broadband connection of a minimum of 50 Mbps by the 2020.

3. Connecting Europe Broadband Fund (CEBF)

The CEBF is a fund by the EC and the EIB which funds broadband projects in the time period 2017−2021. The fund focuses on small projects in sparsely populated areas which involve an investment risk. Funding is available for projects which promote the EU objectives of providing every household with a broadband connection of a minimum of 30 Mbps, and at least 50% of households with a broadband connection of a minimum of 50 Mbps by the 2020, and where the investment costs total 1 million or more.
